At a session held on 25 July 2019, the Government of Montenegro adopted a concession decision, based on which the Montenegrin airports will be given for concession.

The Government found that the concession of the Montenegrin airports would be more economically viable than the current situation, where the airports are managed by the state. This is since good airport infrastructure is an essential prerequisite for the development of tourism and the country as a whole.

The Montenegrin airports will be given for concession for a period of 30 years. The investments by the concessionaires in the improvement of the airports during the concession period are expected to reach 200 million euros.

The concession decision provides for a fixed concession fee, to be paid in advance by the concessioner. The minimum amount of the fixed fee will be EUR 100 million for 30 years of lease. There is also a variable part of the concession fee, based on the airport’s turnover. This variable fee will amount to at least 10% of the total annual turnover of the airport during the relevant period.

The projected investments by the concessionaire in the improvement of the airports’ facilities, such as the expansion and construction of parts of the airport buildings in Podgorica and Tivat, will be completed in stages. The Government also announced that the employees’ rights would be respected under a collective agreement.
